TL;DR
- A quiet week on the register: all nine tracked SROs unchanged, rosters steady at 642 members across the seven lists actually published. This week's story sits in SRPA's backyard, not its register.
- UPI's zero-fee era for large merchant payments ends 15 October: an MDR of up to 0.4% on P2M transactions above ₹2,000, capped at ₹300 for ₹75,000-plus. Consumers keep paying nothing.
- The microfinance SROs made the week's second story: Sa-Dhan sought an extension of the ₹20,000-crore MFI credit guarantee scheme — barely ₹8,000–9,000 crore used — while MFIN's data shows portfolio quality recovering sharply.
Roster & register changes
None — and we verified rather than assumed. The daily refresh ran all week (source re-fetch + rebuild), and a git diff of every member CSV since Weekly #2 shows zero changes. FACE holds at 85 members, UFF at 121, FIMMDA at 116, FEDAI at 108, Sahamati at 110, MFIN at 84, SRPA at 18. FIDC and Sa-Dhan still publish no roster at all — two of nine SROs, and between them most of India's NBFC and microfinance lending, remain unverifiable by any consumer who wants to check whether their lender answers to a code of conduct. That is now the register's oldest open item.
Post-recognition, UFF's homepage continues to lead with "RBI-recognized Self-Regulatory Organization". No new circulars or member announcements from it this week — recognition weeks are quieter than recognition days.
Regulatory & consultation watch
The week belonged to UPI's price tag. The Finance Ministry's notification (Gazette, 14 September) locks in zero charges on UPI payments up to ₹2,000 and free person-to-person transfers. The next day NPCI circularised the other side: an MDR of up to 0.4% on specified person-to-merchant transactions above ₹2,000, effective 15 October 2026, confirmed in a joint DFS–NPCI FAQ and Paytm's exchange filing. The carve-outs matter as much as the headline rate: specified sectors — railways, telecom, insurance, fuel, farm inputs, together roughly 46% of P2M value — pay a flat ₹5 per transaction above ₹2,000; capital-market payments (mutual funds, securities) pay 0.02% capped at ₹300; transactions of ₹75,000 and above are capped at ₹300; and small merchants receiving up to ₹1 lakh a month through UPI QR (the P2PM category) stay at zero MDR. NPCI says over 95% of merchant payment volume is ₹2,000 or less; brokerages put the above-threshold slice at about 4% of volume but around two-thirds of value.
Where is the SRO in this? SRPA — the SRO for payment system operators, 18 members — exists so this industry has standards machinery when the money rules change. But the MDR framework was set by the government and NPCI, not by any SRO. The live question for SRPA's constituency is now distribution: payment aggregators pushed for a fixed, direct share of the MDR pool, and ran into the structural fact that PAs are not direct NPCI members (Business Standard, 27 August — pre-week, still unresolved). We found no public SRPA statement on the framework as of writing; that is an absence of evidence, not evidence of absence. The RBI's position: MDR is "a charge within the merchant payment ecosystem", not on customers, and fair distribution across participants supports investment in acceptance networks.
Microfinance's SROs asked for time on the guarantee ladder. Sa-Dhan confirmed it sought an extension of CGSMFI 2.0, the ₹20,000-crore credit guarantee scheme for MFIs: utilisation is likely only ₹8,000–9,000 crore, with larger MFIs sanctioned but not drawing down while smaller ones struggled to access it (Sa-Dhan CEO Jiji Mammen, ETBFSI, 20 September). The same report quotes MFIN data: PAR 31–180 days down to 1.6% at 30 June from 5.6% a year earlier, and funding to MFIN-member NBFC-MFIs up 91.4% year-on-year. A stress cycle cooling off — with both SROs arguing the guarantee shouldn't lapse while smaller lenders are still climbing back.
What it means for consumers
- You still pay nothing on UPI. All P2P and all user-side UPI stays free; the 0.4% is a merchant-side fee on the ~4% of transactions above ₹2,000, with caps and flat-₹5 sectors. If an app or shop tells you UPI "now costs 0.4%", that's not the rule — it may be pass-through.
- Watch the small print on 15 October. Small merchants under ₹1 lakh/month on UPI QR keep zero MDR, but retailers expect some pass-through or a cash rethink, and enforcement is the hard part — multiple QR IDs can blur who counts as small. Your test is simple: does the price you're charged change beyond what the seller chooses?
- Microfinance borrowers got good news in the data — delinquencies down, funding up. Sa-Dhan's ask is that credit guarantees keep covering smaller MFIs; if the scheme lapses, it would show up in smaller-lender funding costs, and eventually in your loan pricing.
- FIDC and Sa-Dhan still don't publish rosters. The cheapest thing an SRO can offer a consumer is a list of who signed its code. Two of nine haven't. After a week in which payment-economics decisions came from government and NPCI, remember why SRO accountability matters: these bodies ask for the power of self-regulation — the public should be able to see who they regulate.
